The flag of Birmingham City Council (United Kingdom) contains "overall a
Cross Ermine" and I suppose it should more properly be called a banner of arms,
but it is currently impossible to ascertain whether the flag in daily use by the
Council contains the mitre which is superimposed upon the Cross Ermine, due to
distance from the ground.
The city site gives details of its flag sites, available for hire in the
city for advertising promotions and such like.
